Senate is facing an uphill task to
deliberate on third revenue allocation formulae, when it is coming for debate for the eighth time.
The deliberation on revenue
allocation proposal to the 47 counties has
generated heat among the senators following dislike by those from Northern and
Coastal region.
The proposal has received massive backing from
Mt Kenya and Rift Valley regions which will gain if it goes through.
The deadlock in senate is between
sharing of the resource based on populations as opposed to the land.
In the past one month, Senate
Majority leader Irungu Kang’ata has been facing up hill to persuade the senators
support the government proposal on distribution of revenue based on population.
Nairobi Senator Johnson Sakaja came up with a harminisation revenue sharing
formulae that has been backed by members from counties perceived to lose their
allocation from the national government.
Mt Kenya region is perceived to be
the worst hit following being a victim of low allocation of resource, as
compared to what is received by counties
in Northern and Eastern parts of the country.
There have been an uphill task for Kang’ata
to bring together the senators to support the revenue allocation proposal,
despite tough opposition from the North.
The proposal, Kang’ata said should not
be politicized as it is designed to be
shared in accordance to the population as opposed to the land mass.
Mt Kenya Amani National Congress (ANC) representative Simon Gikuru said the proposal based on allocation of resource through population was the best suited.
“That’s the way to go to ensure all the people get equal services from the government they pay taxes to to,” said Gikuru.
