Murang’a county assembly goes digital

Murang’a county assembly has  joined the league of the county assemblies with a digitalised system that will assist members conduct their house business online.

In Mt Kenya, it was registered as the first to install the E-Parliament  enabled system that will enable the assembly to have all documents, motions, bills and petitions, uploaded online.

 It was celebrated that the digital system will eliminate  the cost of printing filing among others, and create room  for other businesses.

The digitalisation will assist both the MCAs and the general public peruse the documents uploaded for effective public participation on the devolved functions..

In the set up, each of the MCA positions has been fitted with a gadget that will enable them to participate in the debates.

 Launching the systems, Murang’a Governor Irungu Kang’ata appreciated the efforts made by the county assembly to assist in the creating an enabling environment  for the members.

 He lauded the assembly ICT Committee chaired by Moses Mirara for the initiative that will ensure that there will be effective service delivery between the assembly and the executive.

“ I am proud that  the assembly leadership has made a milestone on the transformative platform aimed to modernize legislative processes,” said the governor.

 The platform, Kang’ata said, will enhance service delivery tracking, and promote greater public engagement, marking a major step towards transparency, efficiency, and citizen participation in governance.

On the challenges with the modernisation, he asked the county assembly to embrace installation of solar energy to save the shut down of the operations after the electricity blackout.

“The executive is proud to report to the county assembly that 90 health facilities are using solar energy thus reducing the cost of electricity,” said the governor.

Assembly Speaker Johnson Mukuha said the automation will ensure the members will actively engage in debates while away from the assembly.

“Previously, MCAs who failed to turn during the assembly sessions missed out on deliberations, and were forced to seek support from others to catch them up with the debates and committee assignments,” said Mukuha..

Deputy speaker Moses Gachui appreciated the automation to save costs and leading to the raising of its own source revenue from Sh530 in 2021/2022 financial year to Sh1.2 billion in 2023/2024.

“ It is worth noting that the digital system was the way to go, using speakers from the county assemblies of Muteti Murimi (Kirinyaga), Emmanuel Situma (Bungoma) to benchmark,” said Gachui.

The Chief Whip Morris Thuku acknowledged the digitization will allow MCAs to vote for matters as they wish without their votes being made public.

“ The system will allow residents to easily follow deliberations and stay informed on the activities of the assembly,” he said, calling on training of the members on utilisation of the gadgets.
