Principals in anger with the directive to acknowledge capitation fund

Shock reigned in secondary schools after the principals were directed to acknowledge receipt of Sh8,319  to facilitate capitation when they had only Sh4,100 to facilitate learning first term.

 It was a rude shock as they received the directive from the Education Principal Secretary  Dr Belio Kipsang through a circular sent through the county directors of education.

But the bitter heads vowed to ignore the directive saying the circular dated January 17, was malicious and designed to undermine them.

 Kenya Secondary School Heads Association (Kessha) has protested over the Ministry of Education’s failure to remit all the dues to facilitate learning in schools.

The circular demanded the principals acknowledge the receipt of the billions remitted by the Ministry in two weeks, spelling out tough conditions on those who will fail.

“Failure to acknowledge, the release of grants to such schools will be suspended and will not get allocations in future,” read part of the circular seen by The Mountain Journal.

The heads accused the government of withholding Sh64 billion that had not been remitted to the schools since 2019, leading to the incurring of huge debts.

As the uproar persisted, the Ministry of Education was forced to issue an updated circular detailing to the heads that a second disbursement was being processed.

The heads, the statement by the Director of Secondary Education detailed that they are supposed to acknowledge for the first and second tranches in term one this year amounting to 50 percent amounting to Sh8,319.
