 COG calls on counties to enroll its staff in integrated payroll

County governments have been advised to ensure all employees are in the integrated payroll system to deal with ‘ghost workers’.

Council of Governors (CoG) Chief Executive Officer Ms Mary Mwiti called on the devolved units to ensure all employees are put under integrated payrolls for easy management and flush out the ghost workers to retain the credible workforce.

Speaking in Murang’a County when she addressed human resource and payroll directors during a quarterly meeting, she observed that the law does allow the use of manual payrolls.

The office of the controller of budget has raised alarm over the use of the manual payroll, with calls for automation.

“The manual system takes a lot of time to verify and the office of the controller of budget presented by counties thus delaying the release of salaries to their employees,” said Ms Mwiti.

“The bloated wage bill from the counties will remain a challenge due to continued use of the manual system. Integrated payroll is the solution to ballooning wage bills,” said Mwiti.

Accompanied by Governor Irungu Kang’ata, the COG CEO said Murang’a county government was the only devolved administration operating a seamless payroll after it did away with the manual payroll.

Kang’ata on his part said the integrated payroll helped to flush  out the ghost workers and ensure the payment of all workers is well monitored.

He lauded the digitalisation saying assisted his administration to streamline issues related to human resource and in efficient collection of revenue.

“When I took over leadership, we had more than 2,000 workers on a casual basis, but currently those workers are put under payroll after being employed on a permanent or contract basis,” said Kang’ata.
