National and County Governments have an outstanding debt of
Sh2.1 billion to Water and Sanitation Companies.
Fifty-three water service providers have listed accumulated
bills to the governments dated as of April this year.
In a list of debts in our
possession, companies are owed bills to a tune
of Sh Sh1,199,827,682 by county government, while another Sh Sh386,855,387 by
the national government.
According to Chief Executive Water Service Providers Association
(WASPA) Mr Antony Ambugo, Kenya Police owe the firms
Sh164,446,631, Kenya Prisons Sh120,448,401and county commissioner
offices Sh23,546,836.
In the list, 11 water companies did not submit the status of
their bills to the governments with Nairobi County Government under
Governor Gedion Mbuvi Sonko with a debt of Sh Sh664,876,173 to Nairobi
City Water Company. The company demands clearance clearance of bill
amounting toSh817,782,416 by the national and county governments.
They said the majority of the firms have opted for
bank loans, to help them pay their employees salaries and
operation and maintenance costs.
In Murang’a, the five water companies are
owed to a tune of Sh63,644,400 by Murang’a County Government, as
the departments under national government are yet to clear the debt
of Sh10,50,391.
The county government owes Murang’a Water
and Sanitation Company (Muwasco) awaits clearing of a bill of
Sh63,882,409, Gatamathi Sh1,413,434, Kahuti Sh2,388,788, Gatanga
Sh504,837.
Murang’a South Water and Sanitation Company (Muswasco) Sh5.8
million, and Gatanga Sh904,496.
Murang’a County Government has a bill of Sh54,720,853, for
service rendered to the devolved units that include health
facilities.
In Murang’a County, police department has a bill of Sh1.2
million, Kenya Prisons Service Sh7.8 million and office of County Commissioner
Sh51,488.
Laikipia County Government owes Nyahururu Water and Sanitation
Company Sh2million, while the national government is sought to pay Sh3.6
million.
Uasin Gishu County Government is indebted to a tune of Sh39.3
million to Eldoret Water Company while the National Government required to
pay Sh14.5 million.
Nyeri Water and Sewerage Company has unpaid bills of Sh53.8
million with Nyeri County Government Sh10million, Kenya Prison Service Sh29
million, Kenya Police Sh12.8 million.
In June this year, the association had requested for an Sh10 billion bailout, from Ministry
of Water following their efforts in mitigation of effects of Covid 19 through
supply of water.
The firms sought for
subsidies in chemicals, electricity and personal expenditure to sustain the
water supply, as revenue collection has dropped to Sh479 million from Sh1.6
