The Senate enters the ninth time to deliberate on strategies on how the funds will be
disbursed to counties, as a new proposal by Senator Petronella Were
emerges.

has generated a lot of political heat and tension between the possible gainers
and losers
Last week, a proposal by Nairobi Senator Johnson Sakaja forced the seventh session postponed,
as his proposal differed with one fronted by Majority Whip Irungu Kang’ata.
As the senators head
for the deliberations, council of governors through its chairman
Wycliffe Oparanya pleaded for the support of Were’s proposal.
Debate on the sharing of
funds have been a thorn in the flesh in the senate with counties in North and
Coast regions protesting the reduction of the allocations.
As the counties
protest sharing of funds through one man one shilling formulae, senators from
Mt Kenya have ganged up to support the proposal on claims they have been
marginalized for long despite their huge population.
The counties have raised alarm over pending sabotage of their operations including the health services if the matter will be finalized by the senate
